The article is pretty much on the spot and also answers you other question regarding preposting of agendas. At the end of the day however the fact that they openly disclose that they will not openly disclose important matters gives them the transparency they claim.
Again though, the UK article is a little biased in favor of Nominet. Nationalism will always be a part of international governance - as well it should be.

Any large international firm can hold a worldwide
shareholder's vote and elect directors to a board. So
why is ICANN unwilling to let it's pool of registrants
elect their own directors? Why must we put up with
this hidden-from-view back-room approach?
