That's 9:15 pm Pacific Time on September 14th.

If one visits ICANN's Minutes Page:

there are no minutes posted for the September 7th Board Meeting,
despite it being more than 5 business days, as previously discussed in
Bret's blog at:

http://blog.lextext.com/blog/_archives/2006/6/22/2048799.html

(I've cleared my browser cache, too, and checked using Lynx from a
separate dedicated server that has no caching, too)
