Again, exactly right here.  But as you and I am very sure other interested
stakeholders/users on this and other forums have known for some time
now, ICANN is not and is not likely to ever want individual participation
by their vote on making any decisions regarding any ICANN policy
 of any kind.  I only wish Vittorio had done his historic homework
which you so kindly provided before he offered this "RALO" idea..
