I don't think it is going to make much difference. The present "stakeholders" (not the Individual DNS users) will quickly find their way into the lobby of any opaque UN governance structure.
Formally, the At Large will be worse off. Governments generally claim to represent their citizens and will argue against the need for further layers of accountability or user representation.
