A comprehensive organic policy regarding the subject matters involved in ICANN's mandate should be developed. This policy should be conscious of cultures, languages, protocals, technical ability, IP matters User issues and law.
It should be paramount over legal opinion, technical opinion, IP opinion, public opinion and political opinion.
This is the positive atmosphere of globalization, usually done in an interglobal discipline.
Power that is absolute is corrupting and policy should be the attempt to rightfully rein power. Note I do not say "rein in", that is the harnesses job, lest we move the power that pulls, against the chariot.
Many ccTLDs have developed and hopefully in an organic transparent and community based manor great policies.
I am a bit saddened that a czar for policy is being considered necessary to ICANN, I had hoped that a GA could do the work. However it has proven time and time again to be corruptable by special interests. Sometimes in a misguided way even by the dotcommoner.
Perhaps ICANN means what they say and will hire this person and she will be good and they will listen. I hope so.
