  I would tend to agree with your evaluation of ICANN's display in it's
lack
to be open and Transparent as well as communicating well.  Nothing new
in this sort of displayed attitude from ICANN.  It may be that the ICANN

Board prefers a party outside of Iraq to manage dotIQ.  But we don't
know that for sure, yet some prior indications from Asaad would indicate

that.
