Eric is, of course, correct. ALAC was a Boardroom initiative to try to
legitimise the disgraceful expulsion from the self-serving Board of the
elected representatives of ordinary internet users.
They booted out the At Large directors, and then formed ALAC because they
had to give some "impression" that Internet Users were being involved, when
in fact they were being disenfranchised and rendered powerless within the
ICANN structure.
ALAC wasn't devised or called for by the At Large user community. It was
invented "top down" and is still largely rejected by the real At Large, who
believe they have the right to self-organise, choose their own
representatives, and operate "bottom up".
As Eric said, ALAC was cynically expedient from the outset!
