[ga] Founding Memberships for Constituencies

It would seem that trying to make the original founding group of any 
constituency completely open and completely and fully set up in process is not 
a good way to go.
 
You have got to get your core people moving in a similar directions, do the 
bare bones paperwork and then take it from there.  It is not really top down -- 
because it is all in one.
A congress cannot elect a president until the congress is formed and the 
congress cannot be formed without a president -- see it would never work.
 
I hope that people starting work with a New Constituency understand this 
reality.
