I think you might be on to something here.
How about we ask ICANN to commission some overpaid consultants to produce a
voting system? Factor in lots of chargeable hours for Jones Day and there's no
way ICANN will refuse - as long as we can get them to spend at least $1mm of
the surplus registrants tax. I'm sure they'd rather spend it on consultants
than refund us the surplus!
ICANN+Consultants +Jones Day+Registrant Taxes = Git er done!
