You speak as though you have some right. Andy, you do not pay that fee to
ICANN. The registrars pay it.
The fact they pay it and choose to is not your right to complain about. You can
chose not to pay it. You have no right to be a domain name reseller or even
user.
However if you self organized and were not so cheap as to pay for that
organization then you would have the collective powers to assert and develop a
right. I cannot find a single reference anywhere that gives you a right to
have a voice in the governance of the Internet.

Errrr. What part of "ICANN is funded primarily from a tax on Domain
Registrants" do you not understand?
You expect us to pay TWICE?
