non-registrant users views, ect.</P>

<P>the GA is not what the GNSO council would prefer, and as a result 
effectively orphaned in a sense,</P>
<P>Individual Registrants and non-registrants are demonstrably not represented 
within ICANN.&nbsp; As such,</P>
<P>irrespective of the ALAC and the skewed Constituency model including the 
recent addition of the</P>
<P>NCUC, the vast majority of registrants and non-registrants remain 
unrepresented or under represented</P>
<P>due to capture by special interest groups realized as ICANN constituencies 
and the far less than</P>
<P>democratic means by which the leaders of those Constituencies are 
determined/selected.&nbsp; </P>

<P>&nbsp; As long as the status quo remains, with the soon to be introduced new 
gTLD's, abuses of</P>
<P>registrants will increase markedly as will the abuse of non-registrant users

flavor.&nbsp; Everyone of sound mind would agree that it is truly an amazing 
calamity that registrants cannot even kind of remotely self organize.&nbsp; The 
sadness of this truth is somehow reminiscent and similar to the US housing 
market of greed, avarice and "get what is mine" and the good of the whole be

I have watched is amazement as that fervor has spilled over here to keep the 
dotcommoner from organizing so as not to take the place of the registrants

community has done more to prevent user direct participation in ICANN than any 
board member or entire board.</DIV>
