Andrew and all,
I concur with your conclusion. Top down decision or policy making is
not accountable in any real sense and is a flagrent violation of the
MOU as well and has been ICANN's, not just the GNSO"s, single biggest
difficiency along with Selective Censorhsip by design and intent.
