at the core and foundation of the reason for ICANN to even be in
existance. The papers of Postal and the early machinations on this list
1999-2003 had really very little to do with technical process. The task
of the JPA concept is not rooted in some arcane data base at DARPA. The US
departmen tasked with this whole matter is not scientific but COMMERCE. Indeed
it would seem that science based engineers are fairing much better at consensus
and movement toward stability than are the social science based governance
