Some compiled thoughts of cross posting:

(The most salient point is what is not expressed --- There are no examples or
even allegations of harm caused by cross posting on this list) Ergo Res Ipsa
Loquitor

......people can create their own message rules to block senders and such, so
never thought it was a huge issue myself.

......Cross posting is extremely useful if you want to maximize your chances to
be
ejected from some mailing list, and then start complaining about censorship.
It seems to work pretty well.
Cheers,
Roberto

......But the question posed is why it is so. I could imagine posting rules
allowing for restricted sort of cross posting. Sometimes it is useful.

......Cross posting is not acceptable on most mailing lists.
The only people who seem to cross post on ICANN mailing lists are the ones who
keep getting themselves suspended from the various lists for being disruptive
or downright aggressive and rude
