- Assez réducteur... the success of the program = participated in any
discussion on any ICANN list or public comment forum. How we talking/thinking
about the same "discussion" here on this list ?

Pour votre information :

Who may apply for and be awarded a fellowship?...

Successful applicants will
  have demonstrated:
Ability to utilize the experiences gained from the fellowship
to become a part of the next generation of ICANN leadershipA role or
interest in the Internet spaceAn interest in contributing to:
ICANN policy development processes. The ICANN fellowship alumni network.A
leadership role in stimulating
local interest in ICANN.An ICANN supporting organization or advisory
        committee.

Congratulations for your deep interest in the ICANN policy development
processes but it's just one of the objectives of the program as you can see it.

> If no contributions to the policy dialogue have emerged after spending ...,

- Just google the name of the feelows and you will see that folks are working
hard in their respective country to manage critical Internet Infrastructure for
their local Internet community and for the whole Internet space which is one of
the core objectives of the program .

> then why is this program being carried forward ...

- I'd kindly suggest you to read again the objectives of the program... My
understanding is that "policy development processes" is not the kernel of this
program.

- It'll be more and more difficult to obtain funding... mais je vous souhaite
bonne chance ça va être très dure :-)

Cheers
