It can be done if there are multiple list admins, 1 from each
constituency, as per my earlier post. Each constituency rep could
validate members from their own constituency as they subscribed via
that rep. Maybe when staffers take a break from editing Wikipedia:

they'll get organized.
It indeed would be nice if all the constituencies had up-to-date public
membership lists, as the BC does (see www.bizconst.org ).
