George,
I am assuming that in order to set up a cross-constituency mailing list,
someone (a sectretariat of sorts) would need to verify that a potential
subscriber is a constituency member... and that might be tough to do if some
constituencies aren't publishing an accurate and current membership roster
(have you ever, for example, tried to find out who is actually a member of the
ISPCP or a currently paid up member of the NCUC?).
This proposed list might have to await the GNSO reorganization effort, but I
will concede that it's a readily do-able proposition if all the pieces are in
place.
I wouldn't oppose the creation of such a list but I do think that we need some
type of stick to force the constituencies into a transparency mode -- perhaps
making their re-certification contingent on a demonstration of transparency
would do the trick.
