Yes, users can be clueless, and it's often because
they haven't been provided with the clues.

Let's look at a specific example.

ICANN sent out 164 breach of contract notices to
registrars in 2007 -- [data from the contractual
compliance newsletter].  

Was your registrar-of-choice in breach of contract? 
Who would know?... certainly no one in the user
community.  

What part of the contract was breached?  Did they fail
to respect your privacy?  Did they fail to escrow the
data?  Who knows?... ICANN (with its stellar
commitment to transparency) isn't telling.

The Guild Manager has deemed it more important to
protect the registrar than to protect the public.
