No it's not normal at all. KIDS.US not having NS records
is a total DNS misconfiguration.
I have to agree with Stephane. KIDS.US exists because www.kids.us
exists. There is no rule that domain names have to have direct
Resources Records pointing to it. These kind of domain names are
often called "empty non-terminals".
