I would point you to recent policy developments in
this area:

(1)  The Asia Pacific Top Level Domain Association has
issued their Position on Top Level Internationalised
Domain Names, namely to "allow each existing ccTLD to
manage one additional country or territory specific
ccTLD in a recognised non-ASCII script of their
country or territory. The name will be determined by
the ccTLD?s local Internet community."  This position
has also been endorsed by the Asia-Pacific Regional
At-Large Organization (APRALO).

(2)  The ISSUES PAPER put forth by the Governmental
Advisory Committee (GAC) together with the Country
Code Names Supporting Organization (CCNSO) that
presumes a territorial based allocation process.
Selection of IDN ccTLDs associated with
the ISO 3166-1 two letter codes.

Neither of these approaches is purely language-based. 
For a language based initiative (which still relies
heavily on the local ccTLD manager approach --
although a regional administration is within the realm
of possibility), you should have a look at the Arabic
Domain Name Pilot Project.

Finally, the input from the Chinese Domain Name
Consortium (CDNC), an initiative entitled "The
Proposal for Internationalizing ccTLD Names" has
garnered a lot of respect.

Please note that there are at least two different IDN
Working Groups within ICANN whose activities you can
track -- one run by the At-Large Advisory Committee
(ALAC), the other by the Generic Names Supporting
Organization (GNSO).
