The affiliated ones too :-). As you may recall you prevented my
organisation to join the NCUC. If I take experience of this case,
this partly resulted from a personal bias of yours (the Chair
corrected) and from your genuine but hurting ignorance (and other
members') of non-US laws. I suggest that two rules are established:
- qualification of the incorporated structures (as non-profit,
commercial, technical, R&D, etc.) are on a bona fide basis and can be
appealed by Membership Committee via a local ISOC chapter or
concerned Organisation UDRP like informal procedure. For example if I
claim to be on a JTC1 list, this can be checked and publicly
corrected if it is not true.
- there are two types of structures: formal structures having a
non-internet activity, incorporation, and governance, and internet
specific "dynamic structures" (networks, mouvances, clique, knowledge
consortia, mailing lists, etc.), as at the IGF.

NB. Debbie is the Chair of a powerful and acknowledged expertise
non-profit center. I certainly disagree with her on some points more
than you do with me, but will certainly not oppose her NCUC
Membership where her WLDC do belong.
