Yes, I had some trouble following the details of this
conversation but what Paul says below corresponds to
what I recall, not to mention common sense.

I thought we also talked (agreed?) that we would not issue a "Preliminary
Report" without a policy recommendation and that if we did issue a report
without a policy recommendation we would not label it as the "Preliminary
Report". I think we said we wanted the public comments to be on a report
that contained policy recommendations otherwise there would be no point in
the public making comments.

Perhaps a note from the chair indicating that he believes that we (as a Task
Force) may be able to comment on whether we believe the recommendations of
the preliminary report should be changed to reflect the nature of the
comments received.
