[council] Draft motion on GNSO Review Working Party Recommendations

All,
the GNSO Review Working Party is finalizing its review of the recommendations 
of the Independent Examiner. As part of that process, this review is herewith 
submitted to the GNSO Council for its consideration during the ICANN meeting in 
Marrakech. I’m happy to also submit a draft motion that will allow formal 
consideration and adoption of this review by the GNSO Council so it can be 
passed on the Board subsequently.
