Bill,

I know you wanted your post to close the thread, but just to defend Stephane, 
his e-mail and messaging was discussed with the Council on the call yesterday 
and there was consensus on the call for that particular message to be sent.  
So, perhaps your message is really meant to those that were on the call 
yesterday as opposed to the Chair.

Again, given the incredibly tight timing, perhaps we can request a written 
report even prior to the next meeting.

willing to provide a JAS update at our next meeting. They have both responded 
since that message.

I am sorry you feel Rafik was lambasted. It was certainly not my intent.

I'm sure that's true, but think other wording would have better reflected your 
intentions by casting things in a neutral manner, e.g. instead of  "the GNSO 
Council was disappointed not to have you on our call, where we had set aside an 
agenda item and were looking forward to being updated by you," something like 
"sorry you were unable to attend the meeting, we look forward to you providing 
an update on the next call."

So ok, on the same page, onward and upward..

Notice was given on 25 April that Rafik couldn't attend the meeting and was 
giving his proxy to Wendy, 3 days prior to the meeting.  It would have been 
better to simply remove the item from the agenda than to leave it on and then 
publicly lambast him post hoc like he just failed to show up.  In fact, as I've 
argued to Stephane before, I think it'd be sensible to check at the front end, 
before a draft agenda is posted, that persons to be named as discussion leaders 
will be able to attend and will have something to report.

Carlton, Rafik,

Just a short note to let you know that the GNSO Council was disappointed not to 
have you on our April 28, 2011 conference call, where we had set aside an 
agenda item on the JAS and were looking forward to being updated on the group's 
work by you.

The Council understands that other commitments may have prevented you from 
attending and would like to extend another invitation to join us at our next 
meeting on May 19.
