I disagree. The point was to get an update since the work is moving so quickly 
and timeframes are too tight. If they could not be present, then I don't 
believe it is unreasonable to receive a written report (as has been done in the 
past).

Notice was given on 25 April that Rafik couldn't attend the meeting and was 
giving his proxy to Wendy, 3 days prior to the meeting.  It would have been 
better to simply remove the item from the agenda than to leave it on and then 
publicly lambast him post hoc like he just failed to show up.  In fact, as I've 
argued to Stephane before, I think it'd be sensible to check at the front end, 
before a draft agenda is posted, that persons to be named as discussion leaders 
will be able to attend and will have something to report.

Just a short note to let you know that the GNSO Council was disappointed not to 
have you on our April 28, 2011 conference call, where we had set aside an 
agenda item on the JAS and were looking forward to being updated on the group's 
work by you.

The Council understands that other commitments may have prevented you from 
attending and would like to extend another invitation to join us at our next 
meeting on May 19.
