Please explain "how a non-council member, non-WG chair, non-WG member
would not meet the travel policy guidelines."  I will be glad to explain
more on our call.

        1. "SO should receive funding, based on best meeting the
policy-making needs of the entity".
        2. "The SO can choose to support other constituency members
based on what will best serve each SO's policy development work, e.g.
working group members could be supported".
