[council] Travel Funding - registry proposal

Chuck,
please explain how a non-council member, non-WG chair, non-WG member meets the 
travel policy
guidelines which are:
 
1. "SO should receive funding, based on best meeting the policy-making needs of 
the entity".
2. "The SO can choose to support other constituency members based on what will 
best serve
each SO's policy development work, e.g. working group members could be 
supported".
