That would be the intent Tom. It should be easy to distribute a redline
version after our working session Sunday morning. It is possible though
that we may make final edits during our live meeting on Wednesday either
as a result of our joint meeting with the ccNSO on Monday or public
input and Council discussion in that meeting. Hopefully, any last
minute changes in the meeting will be viewable on the GNSO Council
Workspace online.

Attached is a draft motion for action by the Council in our 13 February
meeting in New Delhi regarding the GNSO Response to ccNSO/GAC Issues
Paper on IDN ccTLDs. I also pasted it below.
Glen - please post this at all appropriate places on the website
including in the newly initiated work space.
My apologies for the length of the motion but I decided that it would be
helpful for us to capture the full history of this effort.

Draft Motion for Approval of the GNSO Response to the ccNSO/GAC Issues
Paper on IDN ccTLDs

Whereas in July 2007 the ccNSO and GAC prepared a joint paper titled
"Issues Paper - Selection of IDN ccTLDs associated with the ISO 3166-1
two letter codes" (Issues Paper) which can be found at

Whereas on 29 July 2007 the ICANN Board approved resolution 07.56
(http://www.icann.org/minutes/resolutions-29jun07.htm#m ) requesting
that the GNSO provide the Board with responses to the published list of
issues and questions that need to be addressed in order to move forward
with IDN ccTLDs associated with the ISO 3166-1 two-letter codes in a
manner that ensures the continued security and stability of the
Internet,
Whereas on 29 June 2007 the ICANN Board approved resolution 07.57
(http://www.icann.org/minutes/resolutions-29jun07.htm#m )requesting that
the GNSO work collaboratively with the ccNSO, GAC and ALAC to explore
both an interim and an overall approach to IDN ccTLDs associated with
the ISO 3166-1 two-letter codes,
Whereas on 12 July 2007 the GNSO Council initiated formation of a
drafting team to prepare possible responses to the Issues Report for
consideration by the Council (see Council minutes at
http://gnso.icann.org/meetings/minutes-gnso-12jul07.shtml ),
Whereas Bilal Beirm (BC), Chuck Gomes (RyC), Mark McFadden (ISCPC), Olof
Nordling (ICANN), Sophia Bekele (NomCom Rep), Tan Tin Wee (NCUC) and
Yoav Keren (RC) successfully created draft responses to the Issues
Report,
Whereas in the ICANN meetings in Los Angeles in October 2007 the GNSO
reviewed and discussed the draft responses to the Issues Report and
identified concerns that deserved further consideration,
Whereas on 20 November 2007 the GNSO Council initiated a second drafting
team to rework the draft responses in light of newly identified concerns
(see Council minutes at
http://gnso.icann.org/meetings/minutes-gnso-20nov07.shtml ),
Whereas Belal Beirm (BC), Edmon Chung (RyC), Olga Cavalli (NomCom Rep),
Tina Dam (ICANN), Avri Doria (NomCom Rep), Liz Gasster (ICANN), Chuck
Gomes (RyC), Adrian Kinderis (RC), Stefanie Lai (NCUC), Denise Michel
(ICANN), and Olof Nordling (ICANN) successfully reworked the draft
responses to the Issues Report,
Whereas on 10 February 2008 in New Delhi the GNSO reviewed and discussed
the reworked draft responses to the Issues Report,
Whereas on 11 February 2008 the GNSO Council participated in a joint
meeting with the ccNSO Council to discuss community concerns regarding
the introduction of IDN TLDs,
Whereas in the open GNSO Council meeting in New Delhi on 13 February
2008 public discussion of the reworked draft responses was held,
Resolved that the GNSO Council expresses sincere appreciation for all
the members of the two drafting teams as well as all other members of
the community who provided input,
Resolved that the GNSO Council approves the reworked draft responses as
edited in response to GNSO review and discussion that occurred on 10
February, as edited in response to input received in the joint
ccNSO/GNSO Council meeting held on 11 February and as edited in response
to public input in the open GNSO Council meeting on 13 February,
Resolved that the approved draft responses be sent not later than 14
February 2008 to the ICANN Board per the Board's request in resolution
07.56 as well as to the public comment forum titled 'Introduction of IDN
ccTLDs' at http://www.icann.org/announcements/announcement-19dec07.htm .
