[council] Proposed schedule for New delhi meetings and related time zones

Attached please find the revised schedule with proposed times for 
Saturday and Sunday meetings, as well as a chart indicating the local 
time in relation to other time zones for those who wish to participate 
remotely.
This will be sent out to the constituencies after the Council meeting.
