It is currently all votes. There has been some discussion during the
various review processes of changing this, so that the weighted voting
would only apply to voting on consensus policies that directly affect
contracted parties (registries and registrars), and would not apply to
other matters such as elections.
Weighted voting is certainly an issue that was reported on in the recent
GNSO review. The view points on this topic tend to divide by those
that have weighted voting (want it retained) and those that don't (want
it removed) :-)
There is a lot of history behind why weighted voting was introduced.
You would need to review audio recordings/minutes of meetings prior to
the current version of the bylaws.
