Group 1 "Note going out for non-marketing uses" David Fares, Milton Mueller, Paul Stahura, Barbara Roseman No progress had been made. Jeff Neuman requested that Paul Stahura start with the questions sent to the task force: List of some possible questions 1) Do you obtain the information via port-43 or via the web or via bulk licenses (or some other way that is probably indirect)? 2) Do you disseminate the obtained whois information via port-43, or via the web, or some other method, or not at all? 3) Do you store the information? a. no, or just cached, or for longer periods b. If 3a is not "no", then, approximately what percentage of all the whois for all gTLD names do you have stored at any given moment? 4) Provide a short justification, or need, for the whois data. Send results of the "Note going out for non-marketing uses" to the full task force group by Friday 9 January, 2004 Jeff Neuman made reference to the the list of non marketing organization, divided into 4 basic columns, Organization, Interest, Contact information, Referred By, which had been gathered from task force submissions. Paul Stuhara added 3 suggestions received from the Registrar constituency while Jeff Neuman mentioned law enforcement contacts Marilyn Cade had sent and proposed to add all these to the list which would be used to send out the questions. Jeff Neuman insisted that the more contacts there were the better. Jeff Neuman referred to Sub group 2 "Needs and justifications" chart due (compiled from pre-existing data) where little progress had been made and proposed that it be drafted by January 12, for discussion at the next meeting January 13. A discussion followed on the nature of the preliminary report. If it contained policy recommendations it could be called a "preliminary report" as specified in the policy development process. Jeff Neuman suggested that if only the data gathering and summary thereof was possible before the Rome meeting, the report should not be called a Preliminary Report, but perhaps as suggested by Barbara Roseman a "summary report". An exchange about public comments followed. Milton Mueller asked when public comments indicated a clear direction for a proposed recommendation or policy to be changed, whether the TF could and would change it. Barbara Roseman responded that unless the Task Force (TF) met again, preliminary Policy Development Process (PDP) reports only allowed the comments to be noted in the report by the Task Force and passed on to the GNSO Council. However the GNSO Council may take account of them to amend the report. There was general agreement that PDP might be modified to permit direct responses to public comments at the TF level. Jeff Neuman, the task force chair believed that the Task Force may be able to comment on whether they believed the recommendations of the preliminary report should be changed to reflect the nature of the comments received.
