In California, the home of ICANN, there is a concept that one can voice themselves by being quiet. To be sure there are many elements required for this to be true and many situations which all have their own subset of rules. As we have scene in the "important new ruling" questions of notice and acquiescience are complicated.

  So I hereby give notice that a silence regarding the proposed new rules will not be considered an objection thereto. It will be considered neutral or in favor.
