So, either ICANN operates the Internet, or it has no responsibility?

I disagree with your belief that it is a black or white proposition --
that ICANN is either responsible for the whole kit-and-caboodle, or it
is responsible for nothing.

It seems to me ICANN has responsibility for some bits of the Internet,
such as coordination functions associated with the DNS root zone, IP
addressing, protocol assignments and so forth. That means it neither
operates the Internet, nor does it mean it has no responsibility.

I don't understand this, but note you are ascribing things to me. Do you
really mean me, or are you referring to someone else? I ask because I
don't recall doing what you say I have done, nor people needing to be
protected from me.

I don't forget about ICANN's functions outside of ccTLD management. You
are the one that said the trustees for ICANN are ccTLD Managers, not
me. You are also the one who said that all ICANN should do is edit a
spreadsheet of ccTLD Managers, which would imply you want it to ignore
its other functions.

That makes no logical sense, but if you believe the authoritative root
is run by Neustar then why are you concerned about ICANN?
