Ted and all,

  I agree this move by China is more a move to monitor their citizens
than
it is one of offering new and better service.  When and if China shifts
to IPv9, then one might be able to conclude reasonably China is
wanting to compete more seriously with ICANN.

  There have been and still are other root servers structures in
existence, and most if not all are insignificant.  However at some
point it may be that the EU may wish to also challenge ICANN,
with their own root server structure which has been and is being
discussed presently.
