Note there is a big inconsistency between the title and the content of
this document:

Is it a root name server or a ".com/.net" name server? It changes a
lot of things!

on foreign people (http://en.wikipedia.org/wiki/ECHELON).

B...s... The paper you quote never mentioned anything else than a pure
mirror, not introducing any new domains. The text you mention boils
down to "Yet another .COM nameserver installed". Very small news.
