Either this article was written in ignorance or sarcasm or possibly intentional spin.
Within the body we see that business is running the show with IP as a full partner.
Geographics play an insignificant role here. (what is UKs status with the EU?)
Then the use of this term "run by" is really a monkey wrench in understanding.
