I keep seeing where people, especially lawyers, such as those in the IPC,
keep saying how they like that ICANN settled with verisign to avoid further
expense due to litigation.

What if governments all did that? Change laws to avoid being sued anymore.
Thats a great policy, at least in the ICANN BoD's point of view it seems.

So any company with a team of lawyers gets this new message. If you sue
ICANN, they will give in to keep from paying out any money toward
litigation.

Maybe the DoC should be the one to defend all lawsuits that affect ICANN.
That would mean these companies would have to sue the DoC, then ICANN's
budget wouldn't be affected.
