Michael and all former DNSO GA members or other interested stakeholders/users,

  I tend to agree up to a point with you here Micahel.  However,
given Sarbains-Oxley now being in effect sense Nov. 15th of 2004,
and especially section 404, it would seem to me that ICANN's
budget shanagans are about to come under much closer review...
