One radical but interesting interim solution might be to have satellite meetings on different continents. Encourage Board members to attend remotely from those locations --all of a sudden the quality of remote participation will improve dramatically.

In my experience a lot of work is conducted at coffee breaks, informal

  Here here!  Well said Ross!  And again, there is no reason
for the gross amount of the expendature or the need for such
an in person meeting with Webcasting and internet video
conferencing so readily avaliable and far more cost effective.

  From where I sit, this whole thing is just another big
ICANN boon-doggle of huge proportions!  Sometimes known or
reffered to as a scam.
