A wiki workspace containing an initial version of the Joint Applicant Support Second Milestone Report, as it was received by the ALAC and the GNSO Council Chairs on 7 May 2011, was created and announced by At-Large staff on 8 May 2011. A call for comments from the At-Large Community was included in that announcement.
The ALAC and the ALAC Executive Committee felt that, in addition to reformatting the original JAS Second Milestone Report and cleaning up its typos, it needed to release a statement specifying the ALAC's own comments regarding the Report.
Alan Greenberg, ALAC Liaison to the Generic Names Supporting Organization (GNSO), originally composed this statement based on conversations with a number of ALAC members and on comments received via the workspace. This statement was verified by the ALAC Executive Committee as being a fair evaluation of the comments made by ALAC members.
On 13 May 2011, Olivier Crépin-Leblond, Chair of the ALAC, requested the At-Large Staff to begin a five day ALAC vote on this statement starting 14 May 2011.
On 13 May 2011, the statement was transmitted to the Secretary of the ICANN Board, for distribution to all Board members, with a note saying that the document was currently undergoing ALAC ratification.
