The basic decisions were: (1) Bruce Tonkin will announce a call for constituency statements for each of the task forces at the GNSO Council meeting on 19 Feb. Statements due 19 March 2004. Constituencies should begin drafting their statements as soon as possible, and adjust the statements as new data comes in. It is not appropriate to wait for all possible data to arrive before starting the process. (2) The time lines for producing the final reports will be: March 19, 2004 - Receive Constituency Statements April 9, 2004 - Preliminary Task Force Report April 29, 2004 - Public Comment Period Closes May 20, 2004 - Final Report Due (3) Task forces should begin drafting the preliminary task force report as soon as possible and progressively update the report as the constituency statements come in. Ie begin with some initial recommendations and debate them Jeff Neuman suggested extending the timeline for the survey responses and inviting everyone to respond, by way of the GNSO constituency liaison list and the ICANN website. Jeff Neuman resent the non marketing contact list and urged task force members to recontact people and do personal follow up to encourage responses. A second survey was planned to send to the registries and registrars concerning the load on their servers, what kind of mechanisms they put in place to restrict access , what effect it has etc. Milton Mueller sent a set of questions to the mailing list for Jeff Neuman, Paul Stahura and himself to work separately on. Needs and Justifications chart Jeff Neuman proposed putting together the input from David Maher and Wendy Seltzer. Jeremy Banks offered to communicate with John Wolfe about the chart. Jeff Neuman stated that it would form the basis of the workshop in Rome The workshops in Rome would be used for: (a) updating the community on progress - e.g 20 minutes (b) seek further data in response to questionnaires during a public comment period - e.g 30 minutes (c) use the remaining time to begin to draft some initial recommendations Jeff Neuman proposed a meeting with the task force 1 members on Monday 1 March at 5:45 pm. to discuss the preparation for the workshop presentation - Power point presentation - needs and justification chart.
