My role within CORE is mainly to advise on newgTLD projects and, to a lesser extent, legal and operational advice.

CORE is an ICANN-accredited registrar. Its a membership organisation, and manuy of its mambers are also ICANN-accrdited registrars, while others are not.

CORE is also the registry operator provider for puntCAT (.cat registry) and MuseDOMA (.museum registry). Even if CORE is not an ICANN contractual conutneraprt on those services it does not register domains on those TLDs (that is, it does not act as a registrar where it operates as a registry operator).

CORE is involved in new gTLDs projects as both registry provider to third parties wishing to set up a registry, and for its own gTLDs.

I have been, but not longer I am, involved with other registrars (Nominalia, as an advisor) or registries (PIR, as Board director, and puntCAT as CEO). I have also served two terms as ICANN Board member (elected by the old DNSO), the old Names Council ( elected by the Registrars Constituency) and the GNSO Council (appointed by NomCom). I currently hold no position within ICANN structure.

Besides my work for CORE I teach law at ESADE aw School, which is not involved at all in GNSO or ICANN activities of any sort (except for being domain name registrant for a number of names in ccTLDs; historical, non-ICANN managed gTLDs and ICANN-managed gTLDs. I have also registered myself a very small number of domains for my personal use. In what seems like a previous life, I worked for the EUroepan Commission's DG on Competition Policy, within its Vertical Restraints group.

1) Registrar and domain operation specialist, Group NBT plc, Group Fulfilment Manager

2) As Group Fulfilment Manager I am tasked with maintaining the Group's domain operations. This includes maintaining relationships within the industry (Governing bodies, Registries, Registrars and customers). Overseeing the Groups domain fulfilment operations maintaining our growing 1.7 million domain portfolio on behalf of our Corporate, Online and Reseller brand channels

3) I am a senior manager for a Group that includes two ICANN accredited registrars - NetNames and Ascio.

4) As a representative of Group NBT plc I have a commercial interest in ICANN GNSO policy development processes and outcomes, the Group is the chosen provider for some of the world's largest brand owners as well as a key market player for domain retail and reselling. Participation of this working group will allow the Group to share the voice of many of it's customers on issues that directly impact them. As a provider to a cross section of the community it is imperative that the knowledge and experience gained from Group over the last 12 years, being both a registrar and registry, be shared with this working group to help develop this policy.

(a) As a member of the CBUC, RNA Partners interest in ICANN GNSO policy development is solely to ensure that the business community’s interests are appropriately represented in the broad range of policy discussions that are undertaken by ICANN.

(b) dotSport LLC’s interest in ICANN GNSO policy development is in establishing a fair and equitable new gTLD application process that serves the interests of the larger Internet community. I do not represent any individual, entity or group other than myself.

1. Current vocation, employer and position

I am an attorney in private practice as a partner at Roetzel & Andress LPA, a 250 lawyer firm with 5 offices in Florida, 5 in Ohio and an office in Washington, D. C. I work from the firm's Fort Lauderdale, Florida and Columbus, Ohio offices. primarily in Intellectual Property litigation and Information Technology law.

My daily responsibilities include handling ICANN-related issues, patent trademark and copyright disputes before the UDPTO, TTAB and federal courts. I also represent clients in computer law and Internet legal issues, including UDRP and ACPA claims, privacy and defamation, first amendment and online promotion issues. I have been in private practice for 26 years and also taught intellectual property law and corporate law at several law schools and am board certified in intellectual property law in Florida. I authored a column in the trade press on law and technology issues and have published both bar journal and law review articles on technology law.

Thomas Barrett - Registrars Stakeholder Group

My name is Thomas Barrett and I am volunteering for the GNSO Working Group for the Verticial Integration PDP.

I am President and Founder of EnCirca, Inc, an ICANN-Accredited Registrar formed in 2001. EnCirca also helps manage a second ICANN Registrar called Name Share, Inc. EnCirca and its licensees also help manage the .pw ccTLD.

In my participation in this Working Group, I would be solely representing EnCirca's interests. I have no agreements or arrangements with any other party or individual regarding my role or views presented while participating in this Working Group. EnCirca, nor any other company I might have a financial interest in, do not have any plans to submit an application for a new gTLD during the upcoming new gTLD ICANN process.

I have read the GNSO Working Group Guidelines , namely to addresses what should be considered in creating , purposing, funding , staffing and instructing/ guiding a WG to accomplish the desired outcome ( the chartering process) and secondly, what guidance should be provided to a WG on elements such as structuring , norming , tasking , reporting and delivering the outcome (s) as chartered ( the working group process).

The idea of a Working Group is to have a broad representation and participation .

My submission is from a “real person “ ,in my own capacity. I do not represent any companies , organisations , have no vested interests or conflicts of interest. I will not receive any tangible or intangible benefits by participating in the WG. I simply wish to be involved in the PDP to define the range of restrictions on vertical integration that are currently in effect , to serve as a baseline to evaluate future proposals .

My background , employment & experience within the DNS and in new gTLDs is as follows:

I am a UK accountant (ACCA) by training.I also hold a Hons Degree in Business Studies from a UK University.

I was one of the co founders of Netnames , a UK based registrar back in 1995. I was its CFO ( Chief Financial Officer). Having merged and floated this company with Netbenefit I left the Group in 2000.

I no longer have any connections, share ownership with this company , now called Group NBT. Following mergers with Ascio it is now probably the largest registrar in Europe , with 12 offices around the globe.

It has the ability to sell any domain extension , whether ccTLD or gTLD , on behalf of a registrant . It has a corporate domain portfolio acting for global brands which is second to none, acting as the “middleman” between the registrant and the registry , to whom the registrant wishes to purchase a domain name (s) from.

Although , I was involved in the launch of .eu and ran other domain registrar companies I returned to ICANN meeting in Sydney ( 2009) with the view of applying for a new gTLD , .royal.I feel that I am well known in the DNS community and they would respect my participation and contribution to the Virtual Integration development process.

I have spent my business career in DNS on the original value chain structure of registrant to registrar to registry. Each would have a contract and a pricing structure with an organisation ( and only that organisation ) next , further up the value chain . I feel I am very conversant with issues on vertical integration as highlighted in the December 04 2009 report.

I am very much looking forward to participating in this WG ‘s first meeting scheduled in the week 22- 26 March.

I am a trade-mark lawyer with Shapiro Cohen, an intellectual property law firm in Ottawa, Canada. As one of the firm’s managing partners, I share various responsibilities for running the firm with my other two partners on the management committee, one of whom is former ICANN and CIRA Board member, Jonathan Cohen. I practice exclusively in the area of trade-mark law and domain name law and represent a broad spectrum of clients from large, global companies with thousands of trade-marks in their portfolios, to medium and small local businesses.

Small business owner of Infinity Portals LLC; a domain portfolio management & Services Consulting company; including domain investment activities and brand content development across social, political, environmental, and information technology channels. My interest is the future landscape of the Internet and DNS, and I am excited about the future gTLD expansion. It will foster new innovations and consumer choice. However, I am also concerned about how existing market issues may amplify or negatively increase as a result of the expansion. As such, I am strongly biased toward seeing consistency, reliability, and predictability in all aspects of the market, but only where feasible and favorable conditions exist.

All of these entities are owned by global growth equity firm General Atlantic. I currently serve as Network Solutions' Policy & Ethics Manager.

While I will not represent the NCSG in this WG, I am a member and currently serve as the Chair of the NCSG Executive Committee and do represent them in other groups such as the OSC. In this role, while I do need to explain my reasoning to the NCSG membership I am not bound in the positions I take. Of course if my positions were to start to run counter to the interests of the NCSG as perceived by its membership, they may remove me from my seat on the Executive Committee. I would probably remove myself before that happened.

5. Describe any tangible or intangible benefit that you receive from participation in such processes. For example, if you are an academic or NGO and use your position to advance your ability to participate, this should be a part of the statement of interest, just as should employment by a contracted party, or a business relationship with a non- contracted party who has an interest in policy outcomes.

As far as my university position goes, they could not care less about ICANN and generally consider it an interference in my work. In terms of my work in the IGF, I am sure the knowledge I have about how things work in ICANN and what goes on is an advantage. Other than that, I think I am an 'ICANN Addict', someone who cares about the organization in many respects and wants to participate to make sure it comes out right. As far as VI is concerned, it is critical the GNSO come up with a policy rather quickly and come up with a good policy that has consensus. This will be both interesting and challenging. I enjoy participating in things that are interesting and challenging and I suppose that is also something I will get out of this process.

To reiterate what i said in my application, i have given free advise to any who asked. Well when i say free, i correct that, i did get a few cups of coffee and a donut or two.
No direct or paid participation/affiliation in any registry front-end, registry back-end, DNS provider, consultant to a TLD applicant .... but direct, and sometime even paid, involvement in groups who educate people about the goings on in such groups.

Ministry of IT is working as the focal institution, appointed by the Government of Pakistan, for all the IT related matters at the international and domestic level. All the IT related initiatives / projects in the public sector are either taken by this Ministry or are supervised by a technical group that constitutes technical / financial experts from the Ministry of IT. All such groups are headed by the Director (IT) and he is the point of contact for all these initiatives / projects.

Director (IT) is not only heading the different teams who are administering projects running within the different institutions of the Government of Pakistan, he is also the principal of the team participating in the IDN ccTLD program for the domain name for Pakistan in Urdu language.

The efforts are being made here in Pakistan for a smooth transition from IPv4 to IPv6. A designated team at the Ministry of IT is working over this task under the control of Director (IT).

I have worked extensively with operational gTLD registries; operational ccTLD registries; and prospective gTLD applicants that are considering participating in ICANN’s new gTLD process.

Over the last four years I have advocated in various ICANN public forums the need to relax the existing registrar/registry distribution model. First in connection with the .MUSEUM gTLD renewal contract in permitting the registry to go direct in limited circumstanced. Second as a paid consultant to the Universal Postal Union in connection with the .POST gTLD registry agreement. While registrars have served an important role in fostering competition and innovation, particularly in connection with the legacy gTLDs, if ICANN is to truly realized increased innovation and competition in the marketplace, a relaxation of this distribution model must be recognized. I have given numerous presentations indentifying this problem and have proposed potential alternative models, see ICANN’s webinar on Vertical Integration (http://www.icann.org/en/topics/new-gtlds/presentation-palage-19oct09-en…) and the World Intellectual Property Organization’s conference on 10 Years of the UDRP (http://www.wipo.int/amc/en/docs/palage23.pdf)

I believe a relation of these rules are critically important in connection with potential public sector applicants as well as potential gTLD applicants from developing regions of the world.

I am a member of INTA and currently participate in the Internet Committee (ccTLD sub committee).

As an external consultant I am providing consulting services to brand owners, who consider applying for a gTLD (dotBrand). These brands planning on applying for brand TLDs with restricted policies (whereby only the brand owners/ subsidiaries to be allowed to register under “.brand”) have a clear and genuine interest in being able to integrate the registry and registrar function within their existing company structure. (Essentially: 1 registry = 1 registrar =1 registrant). We are also in dialogue with cities who consider applying for a geographical TLD. (dot”City”). Depending on their policy and business plan they may have an interest in having an option to limit the number of registrars or to use one preferred registrar (at least until the new “dotCity” TLD has reach a certain volume i.e. 100,000 registrations as has been mentioned as a potential maximum with one preferred registrar).

Additional information: Our company is a consultancy currently working for and in dialogue with several potential TLD applicants. We are neither in the Ry nor Rr business. But having said that, we intend to pursue further business opportunities with new gTLDs, depending on the decision made on basis of the work done by the VI WG.
