Dear Colleagues-

Since we began discussion of the three task forces, I have given
it quite a bit of thought and truly don't see that as a good solution.  The
exchange that has gone on regarding the terms of reference is a further
indication to me that the strain on our time resources will result in
discussion and policy that is not necessarily the majority consensus.    In
setting up multiple task forces, I am seeing issues that were not discussed
during our listing of priorities dominating in some instances, and that is
not a fruitful way to go forward.

Unfortunately, I will be traveling out of the country this week and unable
to join the call.  However, in my opinion, one task force focusing on the
top 5 priorities is really the only way to go, and ask that we go back and
give that due consideration. Tony Harris plans to be on the call, and can
further discuss this ISPCP view.
