Also the three appointees from the nominating committee to the GNSO and
other Councils have their travel funded.
The current three are Avri Doria, Jon Bing, Olga Cavalli.
The basis for the current model has been that constituencies and their
representatives on the Council should be basically self funding, and
that there are usually commercial reasons for their involvement at the
Council level.
Non-commercial members on the Council, have often been funded by various
travel grants from the non-profit sector, and also from fees charged to
members of the non-commercial constituency. Appointees by the
nominating committee on the other hand are expected to be completely
neutral without any support from their private resources or employer.
Whilst I was on the GNSO Council, all my travel costs were paid by my
employer - Melbourne IT. An alternative model is that the registrars
constituency pays some travel expenses for its representatives from its
fee structure. But then what about the registrar constituency chair
etc. The current proposal is that ICANN would pay the travel costs
for all Council members, primarily from the fees collected from
registries and registrars.
There are a total of 21 Council members and two liaisons (from ALAC and
GAC) on the GNSO Council.
