Perhaps it was meant to bring them in line with section of 3.3.4 of
the current RAA for registrars. But if so, it really misses the mark.</div>

There are a number of other concerns on Appendix S besides the
cross-registry Whois - Qualifying only certain Proxy Services (what will the rules be?), Rapid Take down (seems to usurp the UDRP), Registrant disqualification based on *abusive* registration (*abusive* seems to be defined as *high volume,* whatever that means).</div>

There may be some good intentions in all of that, but right now it's
hard to imagine a set of policies coming of out all that is in Appendix S that many registrars would actually agree to.</div>
