Please see the following e-mail from NeuStar about proposed changes to the .biz Registry-Registrar Agreement (RRA). I'd like to commend Jeff and NeuStar for soliciting comments from registrars on proposed changes to the RRA prior to ICANN providing formal approval. This is the kind of collaboration that we are trying to foster with our registry partners. For what it's worth, from my initial read, I personally am not concerned with the substance of the changes. That version was approved by the ICANN Board on December 8, 2006. We have submitted this document to ICANN staff for their review and have discussed the changes with their outside counsel. The only changes are as follows: 1. Blank spaces have been placed into the agreement where applicable for your contact and business information. 2. The first sentence in Section 2.7 should have referred to Appendix 7 rather than Appendix 10. We believe that that was an inadvertent typo as Appendix 7 is really the performance specifications, not Appendix 10. 3. We have combined Sections 2.7 and 6.3 into one provision. In re-reading the RRA, we believed that the two provisions were duplicative. We believe that combination of the two provisions into one presents no substantive change. 4. In Exhibit D, we inserted the word "currently" into the section containing the links to the UDRP and the RDRP and filled in the blanks. This gives ICANN and NeuStar the ability to change the location of the links in the future (with notice to the registrars). As we are in the process of switching our branding from NeuLevel to NeuStar, the location of the RDRP (but not the policy itself) will likely change in the next couple of months. 5. Exhibits F and G have been inserted into the agreement. Exhibit F is an exact copy of Section VI of Appendix 7 of the Registry Agreement and Exhibit G is an exact copy of Appendix 10, both of which have previously been approved. These are the only changes we are proposing. As you can see, none of them are substantive. However, we wanted to solicit your feedback on these changes.
