I think you mean:
"from ever serving on the ICANN Board, whilst they are an employee or
substantial owner/shareholder of a major registrar."
Assuming that ICANN has a long term future, I would imagine that senior
staff of registrars would indeed make good Board members when they have
retired, sold their company, found a job at Google .... Etc.
