[registrars] Revised Registry Approval Process

Hello All,

A new draft of the proposed process for approving changes to gtld
registry agreements is available for review.

Please pass on any comments to the registrars list or one of the
registrar reps on the GNSO Council (Ross Rader, Tom Keller, Bruce
Tonkin)

If there are no substantive comments in the next couple of weeks, the
draft will be posted to the ICANN website for formal public comment,
before further review by the GNSO Council.  Registrars will of course be
able to submit individual comments at that time.
