The references to RRs was specifically phrased such that it governed
meeting proceedings. The drafting group all agreed that it was
appropriate to use a much more lightweight mechanism than RRs to manage
balloting. This was where the notion of the rules of procedure were born
and why the clauses that specify RRs as the governing procedure only
does so in reference to physical meetings and teleconferences. I don't
have the precise clause handy, but I was the primary editor of the
bylaws during the last two rounds of amendment and have more than a
passing familiarity with the letter and intent of the document. On the
other hand, don't ask me to answer anything serious about the ROP, that
was ink from someone else's pen.
