Dear Gary:&nbsp; There is a related element.&nbsp; The Admin Contact may
request and authorize the transfer.&nbsp; Notification of the registrant
is a different matter.&nbsp; We have had cases where a hosting service,
which was also the Admin Contact, elected to order a transfer.&nbsp;
Subsequently, the registrant objected and demanded that the domain be
returned to PSI.<br><br>
I think there could be a few cases like that in many bulk transfers of
500 to 1,00 [sic:&nbsp; Sorry, 1,000] domains.<br><br>
